This is very clever don't you think?
I first encountered one of these puzzling urinals when I was a kid. I didn't really notice it the fly, I thought it was like a logo for the urinal company or s'thing, because every urinal has one. I do remember asking my dad what it was, and he explained it was there to get men to aim at it.
And it works, because subconsciously you aim for the fly. Plus, it keeps you entertained doing the everyday things...
It's like a battle everytime you take a leak. "Beat the fly", and you can try all you like but it will take a lot of pissing to remove the damn fly from the porcelain.
While we are on the subject, another related product developed in The Netherlands is the "Plastuit" or the P-mate.
 

 
This handy little invention allows women to stand up and pee, just like men :O! It's been around for a few years now, and it's another example of a typical Dutch invention.
